19c RMAN configure compression algorithm 'BASIC' as of RELEASE 'DEFAULT'

Hi Experts,

I am configuring RMAN 19.3 target.

I want to configure MEDIUM compression and want to understand 2 things.

Question 1. What is the as of RELEASE 'DEFAULT'?

I searched on ALL versions of RMAN doc and Oracle does not specifically mention it. 

All it says is, "Specifies the release version. The version number uses the release number format and may use as many as 5 numbers to fully qualify the release. For example, 10.2.0.3.0 and 11.2 are acceptable values. This option ensures compression algorithm stability across future releases."

Question 2:  If my target database is 19.3.0.0.0, should I specify it as the RELEASE?

Example:

configure compression algorithm 'MEDIUM' as of RELEASE '19.3.0.0.0'
