Open Document Link Broken when Forwarding Email Notification

EBS 12.2.7 - Trying to test with users and we've done this in the past but it's no longer working.  I take an approval email from our test email account and forward it to the user, but when they click on the Open Document button they get a MS Security Concern warning.  It shows a Javascript;closeit call and hitting Yes or No will not open EBS.  Any idea what this is and how to get it to work?  Is this a 12.2.7 thing?
