How to upgrade TFA on Oracle Cloud at customer

in AHF - Autonomous Health Framework (TFA - ORACHK) (MOSC) Question

Is there instructions on how to upgrade TFA on Oracle Cloud at Customer? It appears that TFA v12.2.1 is already installed. To upgrade TFA to the latest version, do I need to use the cloud tooling utility - dbaascli, or can I download and install the latest version of TFA on my OVM as the root user?
