Adding DFF segment to Projects timecard layout

I am trying to add a DFF segment to the Projects timecard layout. I tried updating the default Project preferences, but got an error saying I couldn't update system settings. But the checklist in the OTL user/implementation guide states that if you use Projects, you must use the Projects Default Preferences. I am working in a Vision instance, and the Details field in the timecard layout preferences form is not populated. How do I enable the Details field?
