Role Actions in Classic Manage Requisitions, Purchasing Requisitions, and Fluid Mobile Requisitions

Our buyers have Role Action of CANCHANGEDISTRIB and it looks to only work when they are using Classic eProcurement Manage Requisitions component.  For example, through Classic Manage Requisitions a buyer can select edit a requisition, update the distribution line (asset profile, for instance), press Save and Submit, and the workflow is not triggered to go back to the first approver.  However, if the same change is made on Purchasing > Requisitions > Add/Update Requisitions or Fluid Mobile Requisitions components, workflow retriggers the process resulting in the approval process rolling back to the first approver.    My question is, are role actions
