Unable to start the Universal Connection Pool:

Hi Team,

After database activity completed and started the apex services but not started and getting the below error.

The connection pool named: |apex|| is not correctly configured, due to the following error(s): Unable to start the Universal Connection Pool: oracle.ucp.UniversalConnectionPoolException: Cannot get Connection from Datasource: java.sql.SQLException: Listener refused the connection with the following error: ORA-12504, TNS:listener was not given the SID in CONNECT_DATA

But i verified the db connection and listener status, everything looks fine.

Any suggestions please
