ORA-29024: Certificate validation failure

Recently patched to 11.2.0.4.181016 which I believe included the MESv415 patch to allow TLS 1.2 traffic. One of our vendors recently installed a cert we use that only supports TLS 1.1 and TLS 1.2. After installing the new root, inter and base cert, we are now receiving Cert validation failures. I can get to another URL they offer but this cert support TLS 1.0. See below...
