Flexfield Security Value set Restriction for few KFF segments

Hello All,

We have Requirement where in we need KFF Value set access Restriction for Few segments Like Natural Account.

In nut shell summarizing our requirement as below

1) Insert/Update privileges for Value sets of KFF segments to be given for specific Responsibility

2) View Privileges for Value sets of KFF segments to be given for all users for segments like Natural Account as mentioned above

3) All Other Values sets Insert/Update access should be given for all the users.

I have created 2 grants (as seen in the attachment) but it seems to be not working as i can see those 3 value sets are updatable from other OU/Responsibilities ,
