No Values for Subinventory in form GMETTMTX

Oracle EBS - Process Manufacturing - 12.1.3

Production Execution -> Batch Details -> Find Batch

Batch details form Main Tab.    In Ingedients Tab > Transact Material

For Line Type         Ingedient

Select Transact with Transaction Type = WIP Issue

Subinventory LOV        FRM-41830: List of Values contains no entries

Form Name :         GMETTMTX

Form Version :         12.0.77.12010000.149

Inv Org has "allow negative balances" flag ticked.

Can you please outline the functionality around why no subinventories are listed in the form?

NOTE - Line Type  Product has full LOV for subinventories.
