12.2 HRMS RUP13 - Datainstall and hrglobal

It's not very clear to me from the release notes for patch 28862999 (RUP13 for 12.2) whether we need to load (i.e. update) DataInstall and hrglobal.  Can someone clarify that requirement?  Are updates for them included in this patch?
