Designating an approver for a compensation cycle

I have a client who wants to designate a single approver for a compensation cycle for merit increases rather than utilize the supervisor hierarchy (no position management). For example, Dept, A employees and Dept B employees are in Company ABC and the compensation cycle approver is in Dept C of Company ABC. Can a tree be built to accommodate this? I have a feeling that is not an option, but I need to ask.
