Getting seeded error "API ERROR -The role assignment cannot complete because the selected person has

For our case , Projects are created in GCMS legacy systems and inbound out bound programs exchange data between two systems.

This problem happened when one of the inbound custom program XXPA_GCMS_PROJECT_INTEGRATION was trying to put data in staging tables. But the prblem did not appear in the custom part of the program. It appeared from PA_PROJECT_PUB.UPDATE_PROJECT.

Please help us to identify the problematic person.
