Restrict Subinventory managment to a group of users

I need to restrtict the subinventory management to a group of users, I have a subinventory when I do a backflush(wip) I send the material to subinventory call TEST but the material has to wait 24 hours in TEST  and then move to the final subinventory to ship that material, I need to restrict or if you have any sugestion to simulate this , beacuase anybody should move the material from TEST  until the pass 24 hours or if I cant give permission for only one user to move the material that will be great.
