Naming/identification of version of distribution media

I had previously posted about Oracle changing the way the name the distribution files for opatch, making it more difficult to know exactly what you had .. see naming of opatch distribution files

Now I'm facing a similar issue with the database itself.  I downloaded Oracle Database 18c from edelivery.  It just identified it at 18.0.0.0.0.  While that may seem very precise, with all five segments, but I've never seen a release where the second segment (release update version) was zero.  I would have expected at least '18.1.0.0.'.  Did I miss the memo on a change since they went to 'annual releases, identified by the year of the release'?  In the Upgrade Guide, the section explaining release numbers gives an example of '18.1.0.1.0', which is exactly what would have expected the first "18c"
