New IP13 Enterprise Config fails at the last step

Hello! Trying to configure a new enterprise after 8.1.1.11 install on a fresh Windows 2012 machine.

In gtwysrvr/logs:

siebel.log shows

(srvredit2.cpp (554) err=5004 sys=126) SBL-GEN-05004: Key was not found.

Found Doc ID 1587702.1 suggesting an issue writing to registry, but there are no restrictions on registry editing for the account running config.bat under admin privileges.

srvrcfg.log shows
