Not able to deploy xmlpserver.ear file as a part of BIP integration with Siebel

Hi Team,

We have installed 12.2.1.3 BIP and trying to integrate with Siebel IP18.12 version. When we try to deploy xmlpserver.ear file , getting below error. Tried replacing ear file with old one, but getting same error. Kindly help as Iam not able to proceed further. Kindly suggest how to resolve this issue.

Error:

Unable to access the selected application.
