How to enable UDAs

How do you enable UDAs in Projects?  I see references to a menu option under Setup -> Projects but our menu doesn't have attributes or attribute groups listed.  

Before I get my hopes up too high, do you need the Project Management module to use UDAs?  We have Projects Foundation, Project Costing, Project Billing, Project Contracts, and Project Manufacturing.  Do you need Cloud to use the UDAs?  (we are in regular EBS)
