MSC event with a change in eligibility not opening for data entry; the event goes to prep none

I entered an action reason and changed the eligiblity of an employee by changing the location.  The action reason created a MSC event. The MSC event processed to prep none instead of allowing data entry and/or terminating the plan that is ineligible.  Use History is checed on the MSC Event class for the event rule.  The default method is set to Assign Cur Covrg Else Option.  Select allowed = All Plans but of course if greyed out because Use History is checked.  This worked in version 8.9
