MOAC - Selecting non-defaulted value not working

Hello - I have a program that is utlilizing MOAC in the XDO Data Engine. The security profile for the responsibility allows for two operating unit values in the list (Per and Green). The profile options for both “MO: Operating Unit” and “MO: Default Operating Unit” are set for one of the  values (Per). However, when I go to the program and select the non-defaulted value (Green), I look at the log file and it's showing the Org ID as the one from Per, not Green. It's almost like the default is superceding the selected value.

Any idea why this would be happening? My thought process is that if the LOV has both Per and Green, even though Per is the default, if I select Green then the org id for Green should be displaying.
