EBS R12.2.8 : adop issues in cloned envrionment

Hi ,

We recently upgraded to R12.2.8 from R12.1.3.      We did a clone of  Production to  a lower environment.     In the cloned environment,   we are not able to execute adop or adadmin  due to errors.  Here are the details

OS :  Solaris 5.10

DB : 12.1.0.2

Apps : R12.2.8

Issue:    While running adadmin , we are getting the following error

ERROR:  Patching cycle in progress - run this utility from patch file system.

        You can only run it from run file system when not patching.
