When can Close Short be selected on the Add/Update PO Page - Field Inconsistently Grayed Out

We can not determine when the user is allowed to check the Close Short checkbox from the Add/Update PO page.  This is grayed out inconsistently, and we cannot find a common theme.  Any insight would be appreciated.
