Can't log in after cloning 12.2.6 to test instance

I followed our cloning instructions for 12.2.6 EBS which I have done before, but this time, after cloning the database and the application tiers, the application starts but I am unable to log in with my internal EBS password.  It returns the error "Login failed.  Please verify your login information or contact the system administrator."

I'm sure of my password and another co-worker confirmed she could not log in either.  I see no errors in the log folder where the adstrtal.sh script saves its logs.  I shut down the database and listener, rebooted my DB server, and then started the database and listener up again as well as the application services.  I checked to make sure the $TNS_ADMIN/sqlnet.ora file had tcp.validnode_checking = no so it would not lock out my application server from talking with the DB server.  I checked ICX_PARAMETERS and the SESSION_COOKIE_DOMAIN is null like in my other testing environments.  I can query
