SCC_COMGEN auto send with 3C Triggers

We are trying to get an email process fully automated.  The 3C Trigger works fine (or we bashed into via lots of code first), but we are not seeing the emails actually send.  Upon saving a new CERT on ACAD_PROG all of our steps go perfectly but no email.  I'm hoping someone has already figured out the magic trick to getting emails to send themselves since they know how to assign themselves!
