Change of Siebel component parameters - effective

Hello,

under each Siebel server component's parameter is possible to define effectivness: Immediately, At-next task, after component restart or at server restart.

we'd like to change it however I was not able to find any command in srvrmgr console to achieve it.( I've just found how to change parameter name and value)
