Freight charge modifier order or line level precedence?

in Advanced Pricing - EBS (MOSC) Question

Hi Experts

Could i know the Freight charge modifier order or line level precedence if we have both level modifier for Same Freight and Special charge List modifier.

In fact modifier number for line is lower than the header modifier number. There is no precedence setup
