New user in Cloud Control cannot create named credentils

I created new users in Cloud Control.

The users are monitoring Oracle databases.

The problem is that these users whenever they want to connect to a database they have to enter database credentials. They don't have the option to save credentials.

Also when they navigate "Setup-->Security-->Named Credentials" the "Create" button is disabled.

What access is needed so that they can save Database credentials
