For Dropship Purchase requisition is always approved. Why?

When we try to import requisitions for generating Dropship requisitions, the requisition always created with status as Approved, irrespective of the settings given when Import Requisitions is run. Is there any other profile that controls the behaviour? For me it looks like a bug.
