When tax date less than 01-Jun-2019 tax not calculated

Hi,

When iam manually creating order and when i pass request date as past date say 04-Apr-2019, tax date also defaults to same and tax not calculated.

If i over ride request date with say 01-JUN-2019, tax is getting calculated automatically. I tried enabling debug but not getting any hint.

For converted orders request date come with past date and tax date also defaults to same and fails in tax calculation, the above i could replicate manually so trying to understand what is cuasing this issue.

Any pointers would be appreciated.
