Revenue Recognition on a verbal contract

We are implementing revenue recognition and we have situations in which we start work based on verbal contracts in advance of a signed contract. So there are times that we need to recognize revenue greater that the funded amount in Oracle. Does anyone else have this type of issue and if so, how do you recognize revenue greater than the budgeted amount?
