Time Zones in T&L

Does anyone have experience with multiple time zones in T&L 9.2?  We have always been in one time zone, but are now expanding into different time zones.  I thought all we had to do was change the employee's time zone (via Maintain Time Reporter Data) - but it appears more updates are required.  I understand the time is converted to the server time (EST in our case) - which makes perfect sense.  However, why doesn't the employee see punches in their own time zone on pages like TL_WEB_CLOCK_FLU (ex: PST employees see the EST value in the existing punches list at the bottom of the page - although the clock at the top of the page shows the time in their zone when they punch)?  I would assume that the pages would convert the time if the stored time zone isn't the same as their time zone.  Is that not the case?  What does the time zone supposed to do?  PeopleBooks (and a training manual) don't seem to explain it in detail...
