Purchase Order - attach Terms and Conditions document automatically

Hi All,

We are on Oracle EBS 12.1.3

In Purchasing , the requirement is to attach Terms and Conditions document ( PDF ) automatically to POs.

I tried to configure usiing standard functionality , like creating attachment for category but  I can't see the attachment to PO ( even after PO has been approved ).

Anybody got step by step process ?
