Can SLA be used for an inactive CCID?

Hello,

In our business we tend to inactivate CCID's fairly often.  We currently have an SLA set up where if our segment 2 is inactive (manual input) then it will go to a CCID that we have defined.  The issue we are running into is that segment 2 and the account string have to be enabled for the SLA to work.  We are receiving an error message on our Create Accounting report that is stating that.  Once we have the CCID enabled, the SLA works just fine.  What we are trying to do is to allow the SLA to work without
