ASM cannot enable or disable volumes

I'm trying to create ACFS on new 2 nodes RH RAC installation. It is failing on node2 with ....

ASMCMD> volenable -G DATA GGATE_VOL

ASMCMD-9470: ASM proxy instance unavailable

ASMCMD-9471: cannot enable or disable volumes

looking at status of ASM proxy  I can see it down

crsctl stat res ora.proxy_advm -t

and when trying to restart it it is failing with ...

srvctl start asm -proxy
