Budget Transfer to different period

We have a request to use Oracle GL Budget Transfer form to transfer budget to different period. On this form (see below) there is only a "Period" field, and all budget transfers (on different accounts) are on the same period. There is no such thing as "From Period" and "To Period" for budget transfer.

Could someone help in our user's request. Any easier way to transfer budget across different periods ?
