Business Unit Security on F41021 causing Ship Confirm not to create Receipt Routing records.

We are trying to Ship Confirm an order from  Business Unit A and Business Unit B.     User A has business unit security that only allows them access to Sales orders for Business Unit A and Item location  (F41021) records that have business units A, C,D and E.  Therefore User A can not see Inventory at Business Unit B.

When we run Ship Confirm on the order, the receipt routing should create records in the receipt table (F43121), but it doesn't for this order.  Therefore the order never enters receipt routing.

We can only change the Security on the F41021 table, if we are able to restrict User A to the list of Business Units A,C,D and E by some other method.
