For benefits batch enrollment using the R083800 UBE, what is the difference in usage between the R08

I've poured through the Oracle documentation but can't seem to find an answer to this.

I know that the Manual Review flag is available in the Enrollment Parameters, but whether it is turned on or off doesn't seem to make a difference in whether the R083803 Manual Review Required report is generated and the data that appears on it. It seems strange there would be two similar reports doing a similar function so there must be a reason for this.

It looks like those Enrollment Parameters must be cached, because after waiting a while and trying this again, I was able to trigger a Manual Review from the enrollment parameters. Knowing that, it seems to me that if you have just the default Enrollment Parameters then the R083803 Manual Review Required report will contain the same information as the R083801 Invalid Enrollment report. But if you want to manually flag a valid enrollment, say for a particular plan, then you would set up an enrollment parameter for that plan with the Manual Review flag checked and it will show up
