Siebel IP 15.18 client patchset showing empty Oracle Home on windows 2012

Hi All,

We have requirement of 40 Developers machine(windows 2012 R2 OS) with Siebel Tools/Client installation setup.IP 15.18 Base Tools and client got successfully installed also tools got successfully Patched however issue with the Client Patchset installation showing empty Oracle Home. We tried on multiple Machine but getting same error of Empty Oracle home for Client Patchset(IP 15.18)

Also checked the  inventory.xml and the order is in sequence
