FTE Rule with Warning Message

Hello,

I would like to set up "FTE Rule with Warning Message". Even I select "Warning" in Level LOV. I'm unable to see the warning message while processing the person record.

I would like the system should allow with a warning message to hire the employee of single-incumbent position in case of headcount exceeds.
