Adding Department to Designation Funds in CR

We have a need to start entering Department on Designation Funds (Set Up SACR > Product Related > Contributor Relations > Session Management > Designation Funds).  This is in CS 9.0 (but moving to CS 9.2 this summer).

My understanding is that these Departments are defined in Set Up HCM (or HRMS) > Foundation Tables > Organization > Departments, which creates entries in PS_DEPT_TBL.  That table is currently populated with entries where SETID = SHARE.  The SETID for Contributor Relations is GFOXU.  For testing purposes, we manually created a row in PS_DEPT_TBL with SETID = GFOXU in a test instance, but that test row cannot be found using Set Up HCM (or HRMS) > Foundation Tables > Organization > Departments.
