Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. New primary site unhealthy while failover

Hello gurus,

What would happen during the failover if the new primary db is unhealthy will the broker open both databases in dataguard configuration?

can this scenario be avoided using observer ?
