L1 Validation wait event

Trying to understand how to diagnose excessive wait events related to extend allocation. In one of our environments, we have a table of size more than 800G and is non-partitioned. We notice a lot of L1 Validation and Enq TX contention wait events during buld loads (INSERTs).

I am not cent per cent sure that L1 Validation wait event is related to extent allocation, but some of the study indicate that..; could someone shed some light on on this wait event.
