Solution Content Owners

Hi, I am wondering if anyone can provide more information on how solution content owners work.

I have reviewed the documentation that is available. I understand that content owners can be configured (Set Up CRM > Product Related > Solution > Content Owner > Content Owner) with people assigned, and then solutions can have content owners assigned (Solutions > Search Solutions > Solution). I also understand that companies can configure AAF policies to trigger worklists to content owners if solutions are created/submitted by others.

However, from the documentation - "Each content owner consists of members who are subject matter experts in their designated area and are responsible for creating and maintaining solution content."  What I have not been able to verify is if the above configuration is complete, if it allows content owners to manage solutions for only the libraries they own.
