Do Preferences get executed when changing an existing order?

We are using the Next Order Status preference (41) to set the next status for some (not all) incoming orders.  It was my understanding, preferences were only executed during Sales Order Entry and not Sales Order Update, and I've seen this mentioned in some of the Oracle documents as well.  However, it appears that the preference is also being executed during update.  Input would be appreciated.
