External URL in Onboarding Template

Hi-

We would like to add an external url as one of the steps in our onboarding template. When we go to set it up in the Category it doesn't look straightforward (create a Related Content Service doesn't seem to work for us - maybe need to do as a customization in an app class like shown in Life Event Red Paper?). This needs to be an easy step for our functional users to be able to set up. I was going to add an enhancement request on it. Am I missing something and this is not hard to set up?
