How not to raise DM from Contracts in case of addition of subline.

There is profile option- OKS: Raise Credit
Memo for Install Base Transactions to not to raise CM in case we have done any update in IB. But we are adding zero charge subline in existing contracts, is there any way we don't get debit memo raised? I am on oracle 11i.
