Item Availability Safety Stock

Currently using Shop Floor Management module for JDE E910 version.

Would like to know how would item availability calculated if the Branch Plant Constant setup for Availability has Safety stock to deduct from the Quantity on Hand.

Is it will always deduct from availability for every transactions?
