Excel “failed to load” as a Data Model

We are running Oracle Business Intelligence Product Version 12.2.1.3.0

On Windows server.

I am attempting to use an excel spreadsheet to build a data
model in BI Publisher. The excel file is in a shared location on our server.
When I create the data model I am able to map out to the shared location on the
server and see the file (just as you can with the DemoFiles excel spreadsheets).
However when I attempt to load the file to start building my model I get the
error “failed to load” pictured below.
