Ship To Location Legal Name

What is the best practice for storing a legal name for a ship to location?  We have a requirement to print the legal name of the ship to on documents.  Every Ship To Location name on the account has to be unique; however, in some cases multiple ship to locations under the account should have the same legal name.  What is the best place for this?

We were thinking Site Name as it doesn't have to be unique.  However, this has limitations in OM.  1.  It's not an available field to show.  2.  It cannot be populated from the "Add Customer" form.  Customer Service adds ship-to locations, and if they do the Site Name will be blank initially and require an update before we can generate a document (if we use that field for legal name on documents).
