Trip from OTM failing to Load into EBS

Release is planned in OTM and a Shipment is created which is tendered and accepted. Now when the WSHRECEIVEPSHIPMENTFROMOTM service is performed, Trip failing to come into EBS. Its failing with error message " Error: This action cannot be performed because the trip  is either Routing Firm, Routing and Contents Firm or closed. There was an error processing the interface data from Oracle Transportation Management."

Not sure what this message is indicating.
