Want to maintain employee's taxable wages but do not withhold taxes

This particular case, our PR staff assigned 2 in the tax method field in Nat'l and Fiscal Data screen to exempt taxes.  This case it exempted taxes from Federal A and State F type.  Bottom line is, all of taxable wages were put into excludable bucket.  I don't think this is right.  I think what we should do is, maintain taxable wages but do not withhold taxes.  Need to know what tax method do we need to use to make this happen.   I noticed there are tax method 2/3 and X/Y but those cases e1 do not maintain taxable wages.
